In 2020, South Africa launched the National Strategic Plan on Gender-Based Violence and Femicide (2020-2030) to address and end gender-based violence and femicide. The plan is structured around six pillars: (1) accountability, coordination, and leadership, (2) prevention, (3) strengthening the criminal justice response, (4) providing support and care for survivors, (5) promoting economic empowerment, and (6) research and evidence-based monitoring. The NSP on GBVF offers a multisectoral framework to ensure a coordinated national response to this crisis.
Key actions were prioritized in line with the pillars of the NSP on Gender-Based Violence and Femicide (GBVF): (1) Strengthened accountability through institutionalizing the NSP and monthly government department reporting to the President; (2) Formation of an Inter-Ministerial Committee on GBVF for political guidance and oversight; (3) Establishment of a functional GBVF Response Fund; (4) Creation of END GBVF as a multi-sectoral collaborative structure; (5) Ring-fenced funding of R5 million per year for secretariat functions and the National Council on GBVF; (6) Implementation of a parliamentary oversight framework; and (7) Establishment and revitalization of coordination structures at provincial, district, and local levels.
